^ Tried this as mine was also stored on external HDD but it hasn’t solved anything.
First time I tried that just now, and it took much longer for the game to load up, presumably because it is having to read the main game file from one location, and the DLC files from another?
Then when I highlighted some VIP Gear, it caused the game to hard lock up and emit that horrible buzzing sound that you get when it does so, and then crash back to dashboard.
Trying again now, and the DLC’s are all still locked, and with the usual Marketplace error message.
Let me try moving the main game file over to internal too…

I moved the 3 DLC items (not copy) to internal, and left the main game on External.
After booting the game again it finally detected my content.
I had already thought of this but I moved game and all dlc to internal but still says locked exclusive content.
I was having a similar issue at first
I exited out of the game completely…went and did the fh3 forzathon
Then i came back and everything was there waiting for me to collect from the relevant areas…all unlocked
I have uninstalled and reinstalled the VIP, Hoonigan and F&F DLC several times, trying external/internal drives, etc. Had all but given up when it just started working.
It stopped again the next day (marketplace error), and after several more DLC uninstall/reinstalls it started working again, but now it’s stopped working… again.
OS version 10.0.15063.4103
Also, not my Home console, but signed in, online.

Having the same issue. Got the VIP crates with the different colored racing gear, but that’s it. No Day One car pack, no Hoonigan pack, no F&F pack.
I redeemed my ultimate edition add on, but received everything BUT the hoonigan pack, I get a marketplace error saying: “this is exclusive content and cannot be purchased at this time” can anyone help?!
Having the issue again now, seems there is no solution after all.
My VIP driver gear and cars have become locked again despite previously claiming all related cars and mod packs.
Seem to have kept the car collection tier, VIP mods, and VIP badge.
Preordered the fm7 ultimate digital edition. I’ve received everything except the Hoonigan car pack, it doesn’t even show up as a add on to download. I’ve no idea how to resolve this issue or who to contact.
Ultimate edition players are just beta testers.

Question for those having issues. I pre-ordered the ultimate edition digitally. Does the day one dlc show as a separate add on?
Good morning everyone think I may have a solution those of you like me enrolled in xbox insiders program may want to try this, first remove yourself completely from insiders program, i know drastic,now reset console saving games and apps go through all processes login to your xbox account reboot machine uninstall forza 7 now redownload from store. it took me 25 mins to reset console and two hours to redownload from store. Now I loaded my game i’m vip all dlc accesable and useable and my rally race at maple no longer crashes all my graphic glitches seem resolved seems extreme and time consuming but worth it if you get same result as me wishing you all well and good luck. One last thing, resyncing all previous forza gams can be tiresome but be patient if synching fails try again button never cancel as you will lose your data for that game. Thanks to you all because without all your posts and most of you insiders it helped me work out the solution for me.Thanks again all of you, Phew! now I need an nap.
I can confirm my forza 7 is working 100% , have been playing single player for 7 hours with absolute zero issues 
follow directions in my previous post and let others know how you get on hope this helps you all.
Have you re-registered back into the Preview Program since fixing FM7, or remained out of it?
I have quit insiders completely and probably not rejoining it as for forza 7 everything still working i’m tier 6 and level 26 have around 60 cars I’ve played approx 12 hours 100% perfect
Some of us are not even in the preview program, I’m doubtful it has anything to do with people’s various issues.

I should also mention that if you do get your DLC’s detected, it may only be a one time deal before they all get locked again. After a game crash, I lost access and never got them back since.
What I meam is go nto settings system console inforeset console reset and keep my games and apps what this does it takes the machine back to the factory settings and installs the latest operating system,the one turn10 used to make the game as turnten aren’t in insiders program that i know of then this all made sense to me n your case you should check your update status in case you need to manually update hope this clears it up for you
On PC, also unable to access any VIP cars/dlc cars and get the marketplace error
EDIT: Clearing the cache seem to have fixed it.
