The mention of the marketplace error really helps in our investigation.
I haven’t even had a crate with the VIP Gear, I just see it listed, with the download arrow, but it’s locked and returns an error message when clicked on.
HI I bought the ultimate edition with same issues above with digital edition on xbox one. I am on insider edition of OS which is 10.0.16299.1000 (rs3_release_xbox_dev_170925-1918) which was wondering if anyone else may be on same version. They can check under system console info under settings.
Yep. I have this problem too. I have 3 Hoonigan cars but the other 4 are stuck in limbo. They say FREE but I can’t get them. It just comes up with Purchase Options which is odd because you can’t purchase the Hoonigan Pack.
I have all 22 cars from dlc in my garage with the liitle dlc beside them when I click on them to drive Iget this message “marketplace error” " this is exclusive content and cannot be purchased at this time" even though they are sitting in my garage…
Having the same issue, bought the Ultimate Edition, no VIP related bonuses, no Hoonigan pack, no F&F pack.
Content in-game returns the error ‘Marketplace error: This is exclusive content and cannot be purchased at this time.’

I essentially got nothing for buying the $100 edition besides the early access.
Xbox One S Gears of War 4 Edition, my Xbox is set to my girlfriend’s home console, which has never caused problems with prior Forza titles before, or any other games that I can recall.
I have clicked on each VIP Gear and a Gear Pack 3 Climbkhana suit, and each one of the Hoonigan cars so far, each bringing up the same Marketplace error message.
