I owned all the dlc on Forza Horizon 4 prior to it being delisted, but when i try to access some of it on the Xbox Series X version of the game it says i dont own it even though it is installed on the console, But when i get on the PC Version of the game all dlc and add ons work as intended and i hope there will be a fix put out for this soon.
I have almost the same thing. I lost 2 DLC’s (Mitsubishi & Formula Drift Car Pack) despite owning the Mitsubishi Car Pack when it was released and the Ultimate Edition a few months back.
Everything else works though (I hope; the Expansions seems to have worked but I haven’t gone through all the car packs yet).

Same for me. DLC cars Hot wheels, Formula Drift and Mitsubishi packs all purchased and downloaded previously, not not available to use. Series X.

Submit a ticket to Forza Support.
I own the Ultimate Edition. In the car packs section in the game menus, the car pass packs have a check on them and I was able to switch to one of the cars. The Ultimate Edition packs (Welcome, Bond, Formula Drift) do not have checkmarks and I’m prompted to purchase them if I attempt to get in one of those cars. The Mitsubishi pack also doesn’t have a check, though the Welcome, Bond, Formula Drift and Mitsubishi packs are all installed.
I was able to visit both expansions, so those appear to be working.
Didn’t check if I could use any of the VIP cars, but I went through the character customization menus and none of the VIP customization options are unlocked.

I have the same thing but with cars and vip (i have vip installed but it dont work in game no more) 
Hope they will fixe it ( i am on Xbox séries S)

I lost access to Mitsubishi car pack and formula drift car pack. It’s installed and I have all the cars in the garage. When I tried to use any of the car from this 2 packs, it’s directing me to marketplace…
Hopefully it’s something to do with the delisting and will get fixed. Or should I submit a ticket?

Same for lots of us. I’m going to leave it a few days to see if it’s fixed. If not I’ll put in a ticket.

I’m seeing the same thing - when I select a car it show “This is a DLC car that you have not purchased from the Marketplace”. Choosing “go to marketplace” shows it as costing $0, and then “purchasing” it fails with an error.

Hw Legends car pack are free according, and i cant get it and also i unaccessible the mitsubishi car pack i got them, saddly

I tried it on my side and it works, i bought the Car Pass separately and have owned the Mitsubishi Car Pack from Day 1.
This problem occurs mainly on the Xbox Series X version of the game. The PC Version of Horizon 4 DLC and Add Ons Work as intended for me as well when i hopped on it.
Already did, just awaiting their response.

Yep, same here. The only pack I’ve got is the hot wheels dlc. Missing the rest. Annoying as I wanted one of the formula drift cars for the daily!

You can get them with the Ultimate Edition, that is currently on sale depending on the platform
Could be, but i’m not sure. I wonder if i should hook up my Xbox One and see if that causes the same dlc issue im having with the Series X version of the game.
