As we did have multiple themed series’ in FH5, it is correct to assume they have an internal roadmap that decided when they add which car.
However, here it comes back to my initial point I got from the data I’ve collected: In Horizon 4, assuming they did the same, they decided to return more cars from previous Forza games that were not Horizon 3, like the Hudson Hornet from FM4 or the McLaren 12C from Horizon 2.
As for Horizon 5 [again: Assuming they have a roadmap], they have decided to hold a ton of cars from Horizon 4 back just to release them with the Festival-Playlist, which, again, does not give the same feeling of a car finally returning like a car from Horizon 2 or Motorsport 4 would. Way more than half the cars that were part of the Playlist were part of Horizon 4 [65% to be exact], while in Horizon 4, the cars that returned from Horizon 3 during the same timespan was only 24%. This definitely is a step in the wrong direction.

yeah sure but your data is just based on if a car was in the game and if its in this one, theyll possibly base their ideas on when to add a car on how many used it in the last game, how accessible it was in the last game (if you needed to perform certain tasks to get it etc), how it preformed on the LBs in the last game, if it stopped the use of other cars due to it being meta in a certain class etc this is what i mean when i say we can assume things or look at things a certain way but its only them that are working on actual knowledge and data they collected from previous games.
I dont know obviously but maybe they held off on releasing the eagle so that they could see if people used the e type with a tune instead to get that car some use so maybe they can go to Jag and say look at how many people so far have been using your e type, so can we add the one runoff was talking about earlier ?
All im saying is we can look at something and say that seems crazy but we dont know their motives or reasoning and probably never will

Lot of fun cars missing that should have made it. Stratos, 3.5CSL, 33Stradale, Integrale, 53 Continental. Emory 356 RSR was killer car, late to fh4, loved that thing. 906 another fun car that was late to fh4.
Odd that some great cars that’d be easy transfers and seemingly fresh scans (Emory RSR first shown at Sema ‘17) didn’t make it early. Gladly trade non racing escorts, various econoboxes for those.
Kvetch all you want, we get only what they deign to give us. We don’t have a say and logic won’t work sadly.

yeah but thats just your personal preference for those cars, personally id give them all up to keep the escorts in because theyre my personal preference but T10 can look at the actual figures and say well x number of people use this car and y number of people used that car so well add car x here and car y then
Yeah. I get the 906 is niche, but I do miss that too. That was my end of game Forzathon live and winter S2 car in FH4. Such an influencial machine, but again - more for the enthusiast. I used it more than most cars, but rarely saw others using it unless they’d switch into it after seeing my shiny one.

It’s bizarre to be a dedicated car enthusiast and see so many head-scratchers being added. Just saying… Might be worth the time to look at all of the htf cars added and see what I’d want to drive irl. Can only think of 1 or 2 offhand.

How many used the Alfa 155 in its short time in FH4? I bet more than drove the new Audi boxes that Audi want and have paid to market. And that’s okay. But I don’t like it as an enthusiast. I don’t dream of those cars. 
They’re not cars I have to play a videogame to imagine sitting in. I live near a dealership. There’s no memories to recreate like Tarquini et al. Again that’s cool and all, but not what I like or thought I was paying for… Forza without Alfa is like a banquet without wine. …For enthusiasts.

I love Mk1 and 2 escorts. But there are so many dupes ya gotta start somewhere. Mustangs, Vettes, various Porsches and SUVs that are in similar classes could go. Escorts just an example. 47 drift cars and non-classic modern Ferraris (FF, gtc lusso) could go.
Like I said, we get what we get. Just prefer diversity. I’m a car slt so I’m ok with them all. But successful road racers and rally cars logical.
CLK GTR as great dirt car makes me question why.

Not to mention CC lol. I have a couple world records with it. Car is insanely OP for offroad.
It would’ve helped a lot if Playground actually added cars we wanted back instead of adding cars that deserved to be cut. Lord knows we didn’t need a lot of the redundant lower spec versions of cars we already have or cars by nobody manufacturers.
The number of cars that are good at completely non prototypic race types is baffling.
A large number of road racers better at dirt/CC. CLK, Bone Shaker, few others. Not really used to building dirt cars out of cars like that, but they work really well, record holders.

The TVR Speed 12 could barely drive on the road. It scared its creator so much - yet here it is on the toughest rally and CC courses

I don’t agree I think more variants should be added especially lower models such as e93 BMW 335i instead of BMW e92 M3 same variant completely different car (and as an extra it’s convertible they could make work)

The game is about individuality being unique and basically everyone these days are sheep and lemmings driving only super cars fully maxed so impossible to do anything but fly down the highway with a paint job that everyone else has downloaded
While I understand what you’re saying, adding base models has the same problem as adding daily drivers: where do you even start? You’re opening the door to completely new segment of the car industry, one that is more extensive than even the sports car market as a whole is. I just don’t see this happening or working. There’s a reason why even Gran Turismo only really added Japanese daily drivers, and why later games cut lower spec models altogether. The former was because it was easier for the developers as they were Japanese, and the latter is because only a few want lower spec models, and there’s no point cluttering the car list with five variants of the same car, supercar or otherwise.
Never mind the fact that every “middle spec” car would end up getting built up to be competitive and end up looking like the higher variant it’s replacing (I.E. the CSL trunk spoiler on a 335i).

I’m a very simple guy and no matter how hard I try I can’t think of adding a new car every week as some evil ploy needing defending or even as something that’s in some way bad for the players.
If I actually think of it, I’m pretty sure that the car release plan is set out at least a year if not more ahead and the ratio between new-to-Forza and reused car from their huge catalogue is dictated by the amount of resources they have.
But I’m rather happy with the cars we get, I don’t really care if they were in the prior games or not - they are new to this game for me. In the end of the day, if they didn’t add cars from prior titles, we’d be missing a whole bunch of great vehicles to drive.

My guess is that the people who had a clue at PGG/T10 actually left and now there’s nobody who really has the overview and also oversight.
I can give you an example why I can’t see any real plan or some kind of consistency. The AMG Hammer, the BMW 850i and the Porsche 928 were some quite late additions to FH4. Why we only have the Hammer in FH5 at this point nobody really knows. IMO it would have made quite a lot of sense to also have the missing ones in the game from that start or at least have them released relatively timely.
