Is there a way to unlock it? For some reason it’s not there on my game. I only get the option to upgrade the other festivals which are level 1, 2 and 4.
Pretty sure if you continue to make fans and upgrade as directed that you will eventually be prompted to open your last festival due to number of fans.
I wouldn’t worry. Your still pretty early on is the game to have festivals at those levels
