Under the “fans” section in the game, the progress bar is fully completed for my current level; however, I have raced a number of different times and restarted the game several times since the option first came up to upgrade one of the festivals and now when i try to find an option to do so, there is none.
Depending on your level, you’ll either unlock a new location, upgrade an existing one, or do a showcase event. Do you have any showcases to do? If not, you should drive to your existing locations and enter them, if you have an upgrade it will play the animation. If you don’t have an upgrade available you should have an expansion available. Drive to the other festival locations and see if you’re given the option. If none of those, I’m not sure what might be going on.
