After leveling up fans I was able to choose between a new festival location. I chose the outback thinking I could choose the city location later on in the game. Now that I have leveled up fans twice and instead I only get the option of upgrading my two existing festivals instead of opening a new one in the city location. Is it possible to unlock a third festival location? If so, how?
Yes, just keep playing and doing events, it’ll come up eventually.

and you can keep playing and open a 4th festival in the Yarra Valley as well
you just need to keep increasing your fans by doing races and PR events

Yep what they said by the end of the game you have 10m fans and it just grows quicker and quicker
