I have it at Level 2.
Surfers Paradise at level 4.
I don’t see any colored race or event icons in Orange to progress Byron Bay to a higher level.
Level 5 is the max for all festivals.
You don’t need Byron-specific events, just do events to build up fans and when you reach the next milestone the game will allow you to choose which site to expand.
Sweet. I thought the colored icons only meant they would upgrade that event.
