He didn’t said that. But i would say, we would all start with E and 1k skill, not kicked in somewhere middle after qualifying civic races.

lol it is so broken i went from S to B after someone took me out in au rouge i got the 4.0 second penalty even tho they hit me xD
It should be like ACC and it’s not perfect either…but maybe if you start from zero and you have to build it up you can just get use to giving people space, avoiding contact etc. And throw track medals on top of that because honesty I’ve seen so many people mowing the lawn its ridiculous 
but it would require the addition of official and user created lobbies, idk about that.
no it’s very broken even people on YouTube have critiqued it that play other racing games that has Rating system. penalties affect your SR safety Rating were car contact should only affect it & DR Driver Rating should be affected by cutting the track & how fast you are that’s how it should work in my opinion but instead DR SR is affected by getting penalties instead of it being in its own system SR & DR need to be separate & changed to what I said above.
