I have it installed on my xbox, but I am unable to download it on my PC. It says FM7 ultimate edition is owned on the microsoft store but no option to download it. What gives? I have looked everywhere for a solution and feel like I have tried everything.

Have you tried going to the store then my library to see if it’s there ?
Should have a download option if it’s in there or maybe try updates in the settings menu to see if it comes up.
If that doesn’t work go in the Xbox app and see if it shows up in your games.

Also make sure Windows is up to date. Probably won’t make a difference, but it doesn’t hurt, especially since the Fall Creators update improved performance.
just in case someone finds my post, I did end up getting it fixed and downloaded. It was a windows update. Even after checking my computer multiple times and checking for updates saying there was none, eventually out of the blue got prompted for an update. After the update was able to download it without any problems.
