If you bought it for pc digitally, you should already have it for Xbox… It’s a play anywhere title.
YES BUT I HAVE THE FIRST XBOX AND I BOUGHT THE GTX1070 FOR NOTHING.I DONT KNOW IF I WILL HAVE THE SAME PROBLEM AND TO THE CONSOLE
Either do a clean WIndows10 reinstall, or update to the latest Windows-Insider preview build. that will solve the download issue probably, at least it worked for alot of other people this way.
You can try one of these solutions tho, but don’t get your hopes up.

Method : Resetting the Apps through Windows Settings
Start - Settings (Cogwheel Icon) - Apps & Features - Store - Advanced options - Reset
Additional Notes : there is also WSRESET.EXE that you can run in Command Prompt as (Admin)
Method : Turning Firewall on for all Profiles through Command Prompt (Admin)
Right click Start - Command Prompt (Admin)
and type “netsh advfirewall set allprofiles state on”
Method : Reinstall all apps using Powershell
Method : Create a new Windows account and try it again (this sometimes fixes certain things)
Select the Start button, then select Settings > Accounts > Family & other people > Add someone else to this PC.
Enter a user name, password, password hint, and then select Next.
