That doesn’t matter. The fact is MS doesn’t inform the customer of this on the MS Store. This is actually a scam.
I bought the Welcome Pack and the Race Day Car Pack and neither of them load the rewards, even though it shows the as owned.
I only bought the Standard ver and I already feel robbed :).
It actually hasn’t been like that though. At least not on PC. I’ve never bought Forza on my Xbox account, always on my Windows Store account, and I’ve got digital version of FH3, 4, 5, and FM7. I always got my cars on login.
They didn’t mention this anywhere. It was a day or two after early access started that they announced this on the support page. This was a complete scam. Will never buy premium again.

I am on secondary account and have nothing from premium/Vip etc…

What you said makes me think you’re the first time Forza player or you have a terrible memory. In the past Forza games, the primary and secondary accounts had equal rights.
This is incorrect prior to FM7. Over the past decade on the forums I’ve posted the same details for each game - secondary accounts gained access to DLC assets but did not benefit from the perks.
Does that make it ok to change the precedent set without telling anyone before they buy? I didn’t buy FM6 but if every game on PC besides that functions in a certain way and then suddenly doesn’t. It doesn’t sound like a consumer’s memory issue.
My Microsoft store account is different to my Xbox live (was to keep gaming off my personal emails)
I have bought the premium edition and I don’t have the upgrades either. No extra bonus or anything. A race suit is all I have seen. It’s showing owned in the DLC section. Because my store account is different to my Xbox does that mean my store will be the primary account with the upgrades and not my Xbox live?
Either your memory is deceiving you or you have had no personal experience with it. I have played all the Forza games since Motorsport 2.
And I have plenty of experience with multiple accounts as both my husband and my three children play. What you write is simply not true. So far the accounts have not differed in this regard. Everyone had the same content under the same conditions. This was also the case in Horizon 5.
Forza Motorsport has changed this. I or my children have never had to buy free DLC cars with in-game credits when it was free for the paying account.
However, there were old spin-offs where the DLCs were only for unlocking and cars were then bought with in-game credits. But that was a long time ago. And also affected the pay account. It was simply still like that back then.
You should check your facts.
As a mother, I was even glad that it was like that until Horizon 5. I spent years making money from content creation and a big focus was on Forza Horizon.
So my kids asked for support a lot. And they tend to like starting games over. I’ve unlocked a few for them over the years. But I was always happy when they had at least the many DLCs cars after restarting, so the pressure wasn’t too great. They’re free again when you restart the game.
You only have to pay for them once you have received them for free with the savegame. But that also applies to the purchase account. No matter how you look at it, your statement is not correct.
Okay, I don’t really know much about the early days, and I played most of my time on PC. If I said something wrong, I apologize.
What I know is that my Forza Motorsport 7, Forza Horizon 3, 4, and 5 can directly access all the content of the premium edition on the secondary account.
I don’t think some of your changes are necessarily unacceptable, but consumers need to be informed in advance.

Let’s just take a look at two of the older versions and get some facts.
Let’s take Forza Horizon first. As an example, let’s take the Sesto Elemento and look at the buyer account (golden ribbon) and an account that only uses the DLC as a family (purple ribbon). We see here that the car is not owned by either account. We also see here what I wrote yesterday in one of my posts: There are older games in which the DLCs only unlock the car as such for use. However, it still has to be bought in the game with credits. We see an example of this practice here.
We see in both accounts that the car is not owned. It is not marked with the garage symbol. The DLC buyer also has to buy it in the game first.
Let’s look at an even older example. Forza Motorsport 4. Unfortunately, this cannot be played on an Xbox Series X. So I got my old Xbox 360 out of the archives and pulled the Limited Edition of the game off the shelf. This includes, among other things, the VIP Car Pack. One part of this DLC is the Bugatti Veyron Super Sport. Again, we see that the car is only unlocked and then has to be purchased with credits in the game. Again, not the case in either case. Here we have the buyer account (the driver level 50 shown below) and the other with level 43.
The mentioned level is represented here with STF 50 / 43. My game is in german language because I live in germany.
The premise of my apology is ‘if I said something wrong’, so I leave it to everyone to judge. I know my past playing experience, and that’s enough for me.
To be honest, after following this issue for so many days, I am already tired. Copy-paste responses from support sites. Denial from the forum. This matter has gradually changed from a solution-seeking discussion to a waste of words and time. The only option left seems to be to accept this fact.
I accepted the fact for myself days ago.
When I saw the contribution from the support and realised the different crowns in the game that even visually represent the difference between paid account and only co-user, it was clear to me that this is by no means an unintentional bug. So I don’t hope for a change now that there are on top of all this more and more screenshots from people who have talked to the support. We ourselves have not received anything positive as a reaction.
I have therefore drawn my personal conclusions from this experience with regard to future purchases.
Does it annoy me? Not so much personally. But for the kids. They are very disappointed.
The biggest damage in all this drama has Turn10. It’s their reputation. And that is not in good shape right now. The game is one of the worst-rated AAA games of the year on Steam with 44 per cent. YouTube is full of disappointed videos. On Reddit, people are discussing the large number of deleted Microsoft Store reviews. While here in the forum there is discussion about numerous critical deleted posts. Meanwhile, at GAF, people are asking why the developers remain silent and say nothing. In the midst of all the drama surrounding the game, it is unhelpful to bring about such a change in DLC policy now. But hey - Microsoft is a wealthy company. They will know what they and their studios are doing.
We could see how fantastic this thing works in the ABK leaks, where we were allowed to read about months of stagnation in Gamepass numbers. Surely Forza Motorsport with all the drama will boost the numbers. /s

Your older examples are all well and good however only really demonstrate that the content was the same for both primary and secondary accounts (if I am reading it right). This latest Forza Motorsport seems to be the first time that the content is different. The example games were also not available on PC.
The PC Forza games that I own via the MS store (FH3, FH4, FM7) also have the same content albeit the cars do not need to be bought. I assume FH5 is the same but I have that on Steam and do not share accounts so may well be wrong (unlikely as nobody has used that as an example).
So the content for primary and secondary accounts has always been the same.
On PC specifically there was no mention anywhere that there would be a change in this policy.
In addition consider this. The standard edition costs 69.99 in the UK and the premium edition costs 89.99. A GBP20 difference. In order for a secondary account to be put in the same content position as a primary account by buying a premium add-ons bundle a cost of GBP30 is incurred (note that what you are actually getting for this money is just enough in game credits to buy the cars, nothing more).
Yes, it can be argued that one is getting the base secondary account content for free and therefore the whole premium edition is yours for GBP30 but the same sort of argument could have been made for every other release in the series.
This though is not what we are really talking about. The crux of the matter is that a bunch of people bought the game expecting x and got y.
If a company wants to sell a product in any particular way it is entirely up to them. However, It is the customer’s expectation here that is key. That expectation was driven by their past experience with the company’s previous products in the same series and fueled by the lack of any communication to the contrary from said company.
Turn 10/MS did nothing reel in that expectation otherwise there wouldn’t be anybody here asking why they don’t have the content.

It is correct that these are games that are not available for the PC. It was just to show that this was not just the case in more recent releases, but was the case many years ago. Long before Family Sharing.
I am not the support but I can tell you something about the PC as a platform.
In fact, until Forza Motorsport, buyer accounts and secondary accounts were treated equally. This was still the case with Forza Horizon 5.
The only exception is Steam, of course. Steam is an independent platform and usually every account has to buy. There is also family sharing but very limited.
Xbox and PC version when via the Microsoft Store work differently. Family sharing is available on both PC and Xbox. There are even various functions (not in all games) such as Crossave and Play Anywhere. I can play Forza Motorsport on both PC and Xbox. No need for two purchases. In fact, DLCs on the PC can also be used by everyone within a family (which can be managed via the official site, for example, or via smartphone using the app). Until Horizon 5, recent titles could be used by all members of a family and DLC use was also equal.
That is one reason why this is being discussed so heatedly here. It hasn’t been like this for many years and there was no clear communication before the launch of the pre-access version that this was not possible.
There was no indication in the store itself. Of course, you can bluntly say that we were expecting something because it was always like this.
But it’s not that simple, because DLCs outside of Forza have usually been of equal value. In fact, Microsoft has been very family-friendly. No matter whether you use the ecosystem with PC or Xbox. This has now developed an ugly crack.
And a problem that should not be neglected here is not only families but also long-time users. Xbox and PC used to be two separate things. The ecosystem we have today has only emerged over the years. So, quite trivially, there are simply people who have two accounts because it used to happen that way in some cases.
On the PC, you used to be able to use one account and buy content and play with another account. Including DLCs. Without differences in the DLCs like now with Forza Motorsport.
So whether such a change is morally right at all is at least debatable. It affects families and also some long-time users equally. Is it just about more revenue for them? Then surely more elegant options could have been found. And if they absolutely want to go this way, then they should at least have communicated clearly beforehand.
