The car levelling is ludicrous. The cars aren’t Pokemon nor a horse you need to train. I don’t need to drive a car to ‘Connect’ with it.
Instead, why not limit upgrades and cars used in multiplayer until the driver reaches a competency level of safety and ability? No race cars or race parts until you can drive slower cars safely and cleanly.
Use the driver ability to decide what you are allowed to drive, how you can upgrade a car, and what races you can enter.
Reward ability that comes from time, not just time grinding away with limited ability
Don’t really agree with that as not all people will play MP where you earn your Skill and Safety rating. Unless you also want it applied to single player ?

Personally I’m firmly in the camp of let players decide what they drive and don’t restrict them. And especially I don’t want a game to rate me and decide if I’m allowed to have fun.
Beyond that, I see a few practical issues.
Rating can go up and down. What happens when you unlock a part, and your rating goes down? Do you lose access to those parts? What happens to those installed on your car?
New players would be clearly disadvantaged due to lack of access to good upgrades. This is inherently an unfair playing field. Though this is a problem with the current system as well.
How do you get a safety rating on players who don’t play multiplayer? And how do you even measure “ability”?

Dude, it’s easily fixed. In career mode, let them do what they want. In free play they can drive any cars, however, if they want to upgrade cars for multiplayer, they have to earn it.
In career mode, no restrictions. Let them have at it. I’m talking about multiplayer (where they affect others) which I didn’t make clear and NO car leveling. If you have the credits, sure you can upgrade anyway you see fit if you aren’t competing with others

I don’t like when we have in MP nfs drivers, kids and just wth doing guys. 1st of all need a good ranking system which works. After that, it can really work.

But why though? As I’ve said, it doesn’t level the playing field, it does the exact opposite. Why should players have to “earn” the right to compete fairly?
It isn’t a level playing field. Those with more time on their hands can grind to upgrade cars. Multiplayer has a safety/ranking algorithm. They can compete fairly by practicing and learning not to ram other cars. How is it not fair? Explain
I did say it’s a problem with the current system as well.
Ultimately, your proposal is that new player don’t have access to the same tool as established players, which is to say better cars and better parts.
Hence it’s unfair.
You don’t really say what your actual objective is, though I would surmise it’s to avoid bad drivers online and/or train them to be better.
Personally, I don’t think there’s any system that can turn a generalist audience like Forza’s into good drivers, but taking away features from people whose crime is not having played the game yet is certainly not going to accomplish that.

They don’t have access now unless they grind away! They can get access in single-player if they earn the credits. They need to earn the right to race with those parts in multiplayer. That’s how iRacing works.

Whether you agree with my assessment your proposal is unfair, you can probably still understand the argument that a different unfair system isn’t an improvement.
This is Forza. If that’s your answer to why “they need to earn the right to race with those parts in multiplayer”, I submit it’s a bad answer.
“Another game did it” isn’t a good reason to restrict players here. Especially when the other game is a subscription-based hobbyist simulator, and this one a generalist racing game.
Everyone has the same FAIR opportunity to participate. Is it fair that some people don’t have enough money to buy DLC? This isn’t kindergarten, where everyone gets a prize for participating. If they want to participate in multiplayer with faster drivers they should have to earn it
