Only through the forzathon shop thingy, even then it’s hit and miss - cycled through a ton of names and the one I was looking for didn’t come up.
You seem to be receiving far more gifts than I do for this to bother you. I think I’ve got maybe 10/20 gift messages total since I started playing.
Most of the cars I’ve received weren’t duplicates, a couple were and one was even painted - which showed a bit more effort so fair play to them.
Previous gifting systems were abused, so a little surprised they are back at all - although it does explain why you can’t choose who you gift to.
I may have exaggerated abit to prove a point.

Sure will be nice as time goes on and we see less Willys in the barns.
THis is another piece of kubaya they took time to put into the game instead of taking the time to make sure all else in the game would function correctly. I wish there was an option to opt out of this. And I mean totally opt out. No notifications about getting the gift, etc etc.
I just ignore the notifications. I’ve seen enough posts on reddit from people being gifted unreleased cars that I’m not taking the chance.

This was a concern when I first read about the gifting. That, along with being gifted cars with ban-able liveries.
Thanks i guess for ruining even more the game as it is. Why would i want so many cars? i get probably about 10-15 cars every frikkin day, i mean, without even trying.
I keep deleting cars from my roster because its ridiculous at this point. Cars should be fairly HARD to get in this game, and yet we get them like candies.
PLEASE STOP PROMOVING THIS PROBLEM. I dont care if you have so many cars to gift, just dont. You are just breaking the game even more. But of course why would you understand this.

It’s hot potato. I got a car with 4 previous owners last night. Waiting for one with 10+. Can’t say it is bothering me as much as it clearly is others. I expect it’ll fizzle away in January

I only get a gifted car about twice per week. Of course there all ones I already owned, as I have every available car in the game. Today I got a Cadillac Sedan which I repainted and tuned up to A800 to gift it again.
And for the daily forzathon challenge to buy three cars I bought three Lolas and gifted them… Ok, that are not the most expensive cars in the game, but I wanted some that clears a manufactorer accolade of what’s that Car Collection Thingy ever may called itself…
And there are some nice tunes out there for the Lola so…^^
I tried to gift a car to New players only, the game claimed the gift was sent, but I still have the duplicate car in my garage.
That tells me it’s either partly broken or there are no new players coming to the game. Car was a Porsche #185 959 Pro drive Rally Raid. I do my best not to send trash cars but I rarely get dupes of decent cars that newbs might like. OP makes it clear why I don’t send to returning players, too many elitists in that class to bother with.
Had that exactly case today with that cadillac sedan mentioned in my post before. After a second log in to the game today I tried to delete the paint job for that gifted cadillac and got the message that the car is still in my garage. Though I know for sure it disappeared at my first try. And as it is a low profile car which already almost everyone in the game would have, I gifted it the first time to a new player. Second time I did now to a returning player anonymously - sorry for that.
Normally I would delete or try to sell any gifted car under a certain price level, but who knows if the gifting counts to the Yule Secret Santa Event at the end? But if that car is again back in my garage tomorrow I will file a ticket to the support it seems.
Maybe there is a unknown level of owners a car could have that is supposed to be gifted? The cadillac was fourth hand without counting me…
Would make sense to me that cars only could gifted a certain number of times to avoid an endless rotation of the same cars in the community… But then the devs should just say it out clear…
I must be somewhat lucky, I’ve had 5 gift cars received of no use. Everytime I login, even after a crash I have another gift car waiting to collect mostly marked as contribution to game.
As for gifting, I’ve sent out more than 100 cars, and have counted 79 kudos returned. They’ve mostly been FE or Higher end cars sent to new players, along with forwarding on the 5 from above, again to new players, so they don’t go to waste.
I tend to accept the cash instead from wheelspins when it comes to duplicates, or if FE or High value then I’ll as stated above gift them. So 100+ new players have had, Sesto FEs (This is a common one in Wheelspins for me), Ford GTs, Mercs, Ferraris etc.
Yet my son who is desperately after a Sesto FE, I can’t gift it to him 
(although I understand why).
I got a gift car tonight that was a dupe of one I already had. I put it back in the barn where I found it for the next person. First time that’s happened to me so far. Even when the Willies Jeep was popular, I only got one.
This isn’t possible. There’s a daily limit. I know because I’ve hit it before now.
It says “You’ve been generous enough today, come back to gift more tomorrow”, or something like that.
If you force urself to a loading screen like going to home from free roam or vice versa it lets you gift again. I have to do that when I’m clearing out alot of wheelspins
