i have tried googling this to death and i cant find anything about what these actually are, how you earn them, and what their purpose is? any help is great, thanks.
Are you familiar with a Slot/Fruit Machine? It’s the same basic concept, the wheel spins and then slows to a stop on your prize, which can be a car or credits. You get one wheelspin for each level you go up, you can do them individually or store them up and do a bunch all at once, entirely up to you. There is a perk that increases your payout and chances of a good spin so you might want to try and unlock that as early as you can. VIPs get double credit payouts on their wheelspins, if they win credits, they get double the amount, if they win a car, they get the car plus the cash value of that car in credits.

are wheelspins a separate level from your driver level? or do you gain one wheelspin each time your driver levels up? i have never played a forza horizon game so im not sure how the leveling works. i am only familiar with the forza motorsports 2-5 leveling systems.
You get one wheelspin each time you level up, you can do them at that time or save them up to use later.
I’m currently level 205 and have had 205 wheelspins thus far, most have been credits but I have netted 50 - 60 of my cars from wheelspins.

Just so you know, if you buy the VIP pass whatever you win in the WheelSpin you get double! So if you win 10k in credits you get 20k in credits wit the VIP pass, if you win a car, you get the car and what the car is worth in credits. When I won the 2010 Maserati Gran Turismo S, I also got 120k in credits, made me feel like the VIP was worth every penny of real money!
