No, it is not what you think. It used to be in Forza titles that you could use either one at any time. I liked that you could use the wheel when you wanted to race but could just use the controller when you just wanted to look around, do upgrades, buy cars, etc. I cannot do this unless I plug in my TX, fire up F6, log off with the wheel, log back on with a controller. That is a major PITA. Why did they do this?
A little confused by what you are annoyed with. Are you saying you want the controller to be able to menu navigate while wheel is on?
You can, literally just turn the controller off when you start a race and Xbox will prompt for sign in and with one button you are off and running.

No, not use both at the same time. Say you just have a few minutes to spare, not enough to get into racing, you now have to start the game with the wheel for a controller (if you had shut down F6 with the wheel), log off with the wheel and log back on with the pad. Cumbersom
This is a limitation of the xbox one itself, not the game…
