What happens to wheelspins when you reach max level?

Can you still get wheelspins from earning a certain amount of XP, or do you have to buy wheelspins from then on?

After 999 you end up with a star and every 200k you still get wheelspins

Oh, good! I thought after 999, we were done earning them. I like.

In one of the previous games a spin once you were at max level had a chance of giving the most expensive cars. Not seen anyone mention if that is the case here.
