From my understanding, you Don’t get a hard copy disc with the Ultimate forza 6 game for 100$. Is this true? Do you get it with the deluxe version? How about pre ordering the game? Do you still get the disc?

The only hard copy of the game is a regular edition of the game avaliable at retailers like gamestop and amazon. The ultimate and deluxe editions are digital downloads straight from the xbox marketplace.
+1. I want the VIP really bad (double race earnings in game) but can I buy that separate? I know I can buy car packs but what about the VIP thing?

Yeah, if you’re buying something through the Xbox Marketplace, you’re buying digital content. Always.

Feel like not having a hard copy of the Ultimate edition was a huge missed opportunity. Would have been nice to get a 1:18 diecast of the new Ford GT packaged with it.
