So i just bought the ultimate edition and when i’m playing it gives me stutters, i’ve tried all the settings and i have looked for solutions online but nothing have helped me, i tried reinstalling on a ssd and a hdd but nothing works.
My system- Intel i9-9900k, GTX 2080ti, 16GB ram, SSD and a HDD. latest drivers on nvidia and my system.

Your system is da bomb! But I’ve heard many reports of Forza not performing well on PCs. Have you considered getting a One-X? Forza is buttery smooth.
I’ve read about more weird problems on the Xbox than the PC and it’s underpowered compared to a PC as well (not to mention having locked frame rates, graphic settings and resolutions). At least with a PC you can try things out to actually fix problems.
What do you have for anti virus. Updates to my AVG did this to the game. Avast and some others also cause the stutter every few seconds. Uninstall your AV and then run the game to see. I bet it works after that. I only use Defender now. Other AV programs hurt performance anyway.
