The ingame cockpit steering wheel does not reflect the actual steering being done by the front wheels, as can be seen by the interface when pressing the down arrow button and looking at the actual true steering indicator displayed on the top right of the screen. Compare it with the ingame cockpit steering wheel, it is often out of phase.
I really, REALLY want T10 to address this but for some reason they won’t. Really irks me too. Always has since the days of FM 3.

Yeh, it is. But not in Turn 10’s eyes…
What is even more strange. If I press the down arrow button on my controller, I see the interface with the actual steering on the top right corner of the screen.
So they already know the actual steering, but for some weird reason, they can’t make the hands move that way.
It feels similar to 360 degree of steering on left thumbstick being right in developers face, but they can’t conceive of anything higher than 180 degrees of steering.
