If you own a Free-sync or Gsync monitor, try disabling it either through the driver control panel or on the monitor itself. Disabling it made the fickering go away and my FPS locked at a solid 72 (half of 144hz).

I have a free-sync 144hz monitor.
When I first saw this I thought… “I already tried disabling Free-sync and that didn’t work”
So I was just setting my monitor to 60hz before playing Forza instead to solve the problem.
But after seeing your post, I decided to try again.
So I disabled free-sync in the AMD Crimson Control Center and this time I rebooted afterwards before trying Forza and it works!
Its much easier to toggle free-sync on/off than changing my monitor to 60hz every time I wanna play Forza.
