Noticed I am being locked at 30FPS. I have tried changing the V sync on both in game and in the NVIDIA control panel as I see in previous horizon games simular issues have happened. I did a clean install of GPU drivers. Updated Windows to latest, and verified game files still nothing. And yes I have checked to make sure my game was not capped at 30FPS, lol. I have a Ryzen 2700x paired with a 2080ti. plz help!!
Did you check ingame at video settings - frame rate, if it says 60FPS, it should be 60fps

Yes I have checked both in video settings in game, and made sure it wasn’t capped in the nvidia control panel.

hmm, if both the game and nvidia settings are uncapped, then it’s a bit of a difficult problem.
Do you have multiple monitor setup by any chance? or one with Freesync / gsync support etc? i heard these things can cause some issues now and then.

I have no issues with duel monitors (2x 24" BenQ FHD screens) on a 1060 6GB GPU but I second the Freesync, GSync suggestion, I’ve heard those cause all manner of problems in games and are best avoided
My other suggestion is the screen(s) connected via HDMI or Display Port using a good quality cable because there could be an issue there
If things are set to uncapped, maybe try capping them at 60FPS or whatever your screen refresh rate is rather than letting them be uncapped
