Any
would have no restrictions and allow any form of tyre to be installed on a car. -
Race Tyres Only
would only allow cars with the Race Tyre upgrade installed. For clarity, Race Tyres in this sense = the tyre upgrade that allows you to fit Soft/Medium/Hard/Wet tyres onto a car. -
No Race Tyres
would be the opposite, “banning” the ability to enter an event with Race Tyres fitted.
Justification:

Private Multiplayer > Event Setup > Cars > Car Specifications
has several existing settings that can be used to limit the kinds of cars that can enter an event, including settings toAllow Tuning
andAllow Upgrades
. It has no way to filter cars/upgrades by tyre type. -
In real-world motorsport, tyres are heavily regulated, with many series having strict limits on what kinds of tyres can be fitted to a car. There is no notable racing series that allows cars with road tyres to compete against cars with racing tyres.

In Forza Motorsport, the choice to/not fit Race Tyres has a significant impact on a car’s performance in a race. Race Tyres are multiple seconds per lap faster than Stock/Street/Sport Tyres, and in longer races, road tyres have a notable advantage in being able to last much longer and require fewer pitstops. This makes it incredibly difficult to competitively balance cars and builds.

Introducing a
Tyre Compound
filter will make it much easier for lobby hosts and racing league organisers to create events with a wide range of car choices, or to build events with specific desired pit strategies in mind. By having all cars on similar tyre compounds, competitive balancing can be much more easily achieved.
