A simple tuning system that allows us to fine tune power and torque figures. This would allow for proper regulation around power limits for specific championships and would help fine tune PI to get certain cars in to lower classes.
For example, GT3 regulations have a 600 horsepower limit. If I have a Brabham BT62 (it makes 691 horsepower), and I want to tune it to GT3 specifications, then I should be able to turn the power down on a slider to hit the specific 600 limit. The torque will come down relative to the power.
This would work in a similar way ballast will, allowing much more control over upgrades and PI levels.
Yes! I love this idea! I liked having that in a GT game. I liked having the flexibility of using a car I liked in a different series. It was sad to have some REALLY good cars get pigeon-holed into too few race categories.

I haven’t had time to check so far, but if I understand correctly, you mean air restrictor, right? And at least in Motorsport 7, you could install those.
This would be nice to be used for any/all engines. Maybe it could be done by adjusting a combination of Rev Limiter, Maximum Fuel Consumption and Air Restrictors.
Restrictor plates are pretty rare in the game, only few cars have that option. That said, restrictor plates add unnecessary weight and detuning with them is always a bit hit and miss. Sometimes it’s really difficult to get a car to fit nicely to a class it is tuned for.
In my opinion ECU detune would be a far better way to detune fuel injected (EFI) cars. For example, sport ECU upgrade could unlock power detuning and race upgrade power and torque detuning which might be useful on some high class race cars. Old Gran Turismo had 50-100% power detuning option with 0.1% decrements on tuning menu and I used it all the time to precisely fit my car to class I was racing. I think it was my most used tuning option in the game. It was also pretty realistic considering all the modern day ECU tuning options where limiting power or torque to exact predetermined values isn’t an issue at all.

After struggling to upgrade (or downgrade, really) numerous German cars to A class I remembered this topic. Any new ideas on this, anyone?
