Performance - Moving Forza to another monitor tanks the framerate

I noticed that, starting in update 10, when the game starts on my primary monitor, that it will hit the full 60 fps (v-sync) that I set it to. But when I CMD + Shift + Left Arrow to move the game window to my secondary monitor, the framerate will drop to single digits. I should add that resolution hasn’t changed between monitor; the game is still set to 2560x1440p.

Only by going in and changing the framerate value from 60 FPS v-sync to Unlocked, and then back to 60 FPS v-sync will the framerate be restored to full 60 FPS on the secondary monitor.
