If I activate PC version on microsoft store connected with my xbox account.
Will I be able to play it on xbox and on PC ?
Yes, if I understand you correctly… Here is what I did, which is what I think you are asking… I bought Forza Horizon 4 Ultimate Edition on my XBOX One via the purchase now feature on the console. Since my XBOX account and my windows account is associated with the same Microsoft profile/same login., I can then download the game on XBOX and my PC, with the single purchase. This also will sync your game profile between the pc and xbox, so you can continue where you left off, on the pc or xbox and go back and forth between them without missing a beat. I bought mine on xbox but it works the other way also, if you buy it via the Microsoft store first, you will be able to download it on xbox.
Only thing is you cant play on both at the same time with the same account

I can play on PC with my main account and someone else plays on the xbox with their own account as i have the console set as my home console
