I can confirm this. The MS Support gave advice to go back to when the store worked with system recovery but i decided to go forward instead and changed to the Windows 10 Insider Preview 16299.0 (rs3_release) and the Store works. Had no issue with my first Forza 7 download.
Just curious but can you check what “Store” version that new Insider Preview has?
The normal version has “C:\Program Files\WindowsApps\Microsoft.WindowsStore_11708.1001.26.0_x64__8wekyb3d8bbwe”
The WindowsApps folder is hidden and locked by Windows security permissions at default, You can use a tool like this to easily take ownership and access to the folder.

Hello, I was also unable to download. I connected my internet directly to my computer rather than through a router and was finally able to download it.
WE ALL(!!) have bought the game AND the service to install it with 1 (one!!!) click!!
wsreset? Not one click!
Troubleshooter? Not one click!
Powershell? Not one click!
reddit.com? Not one click!
I suggest a little bonus to ALL with the download problems!!
If T10 / MS could not detect who has had download / preload problems it’s their shame, give a bonus to all(!!) customers on PC.

I have the same problem. I don’t know why they don’t just let us buy a physical copy for PC instead of forcing us to download it. My internet is so slow it will take me about a week to download it and I don’t like leaving my PC on just to download something. I agree with you guys and think they owe us a refund or something.
