We’ve made improvements to Multiplayer matchmaking services in Forza Motorsport with the intended effect of improving population of lobbies (meaning the maximum grid count is unchanged, but we’re working on addressing reports of few opponents per lobby). We recently tested these changes with participants in our Forza Insiders Program and are now rolling them out to all players with Update 18.

Are you seeing more players in lobbies than before? How many players are you typically racing against now?

In the races that were to start in 2-3 minutes the situation was identical. Before the update, I didn’t experience these problems. Or they were solved by re-entering another lobby. In parallel, I’m watching a stream of an acquaintance of mine and he’s had ONLY empty races all evening since the update.
Doing a few races tonight with my club, we’re matching into the VW Golf series with 10 of us.
2 hours in we’ve not seen any “randoms” yet, just ourselves even when we’ve been in the room with 5+ minutes to go. We’re of various ratings but the group rating is A/4999. We’ve always been put into an empty room and said room has (other than us) stayed empty all night.
Could just be a quiet night for the VW series though, need to play more nights in other series (and matchmake in as a solo player) to see if it’s persistent.
On a related note, it’s nice to actually have time between races now (thanks to the extended time between races); we haven’t felt like we’ve had to rush and the extra few minutes help get in new joiners and people who disconnect or need to take a real-life “pitstop”.
I haven’t played with the update yet, but something seemed to change on the backend over the weekend. I was matched almost all the time with folks who were a) respectful, and b) not an order of magnitude slower nor faster than me.
Especially in GTI spec series. It was practically utopia.
EDIT: in the months leading up til now, I was B/A/sometimes S ~4000. Now, mostly S ~4600.

I was able to get into a few ~14-16 person races, and yes, they were all run amazingly clean and the best lap times of the players in the top ten are very close and competitive. That’s definitely a plus. But on the other hand, those were only a few races in half a lobby) among the many 2-5 person lobbies.
Seems worse than before.
Daily Racers lobbies are nearly empty (2-5 players) although pre-patch they were a lot fuller. Don’t think the participation dropped so abruptly.
Even the Open A-class lobbies won’t reach their usual 20+ players.
I only played one GT2 race, but it was closer and more fun than usual. I joined with 11 minutes to go and there were a total of 14 players. It seems like the matchmaking has improved in terms of player level equality, but I think the time between each race needs to be increased to have the option to have fuller lobbies.
