Inconsistent frame rates and high memory usage - needs optimization

FM 2023 optimization is still the same, some tracks have high frame rates, some tracks have horrible low frame rates, such as the track in this picture
Also, my 3070TI graphics card has maxed out its video memory, it has the performance of a 2080TI, but only has 8G video memory
