You are going to get the best results probably with an awd car but it doesnt really make a difference. The technology in the cars is not visible in game, to me it is like all they did was add puddling in low spots and then abring down grip to 50%, so you just want the car with the best grip possible.
All cars are automatically put on rain tires in wet races according to release notes with the rain.
Just tune the car as if you were tuning a car for the dry with your build focusing on grip.
I think they said that only Race tires are automatically swapped into Rain tires. I could be wrong tho as I have some cars that work fine on the stock/sport tires.

He is right…only race tires turn to rain tires.
I will usually use higher ride heights and make the cars suspension softer and more forgiving than a dry setup. As well as adding Aero in some cases too.

AWD and rwd both work fine. Just add some tire width and you’ll be ok. Full blown race tires are unnecessary.
Frankly I would try your regular cars first. For some reason some cars aren’t bad at all in the rain with minimum tire upgrades and others are awful with a same type of build.
Just use a car that have lots of grip it’s that simple
For some reason, having the fattest tyres possible works.
Keep your tyre pressures up more than you’d think.
Where applicable, downforce works wonders.
Maybe keep slightly lower camber due to lower grip available.
The rest is in the driving, finding the most suitable lines. Some cars aren’t as bothered by the standing water as others.
Heavier cars perform very well in the rain. I’d sacrifice weight reduction for the best tyre and max widths.
Your not guaranteed to make a faster car overall by keeping it heavy but it should be more stable and it’s worth the experiment.
Make rear anti-roll soft, close to 0 camber, 49% brake bias, max down force in rear, longer gears(to avoid spinning up tires on acceleration)-toe in front and rear.
For tracks with whole track wide puddle / stream you might wanna go with skinny high level tires (Brands hatch / Sebring) althuogh sebring being long track and if you cut in deep that turn where the puddle is, (besicly going more off the track than on the track) and keep it clean you get away quite often.
And nordschleiffe which is puddle after puddle all over the track. and yuo most likely hit at least some of them.
Other than that most grip cars work quite well without any modification from dry setup.
