Is anyone else out there using a 1070 having problems with this game just running horribly? When pressing the auto detect in the options menu its sets my graphics options to ultra but then in game it can barely run 40FPS. Even after lowering most of the settings and running the benchmark it still cannot even get close to holding 60FPS. I find this odd as on every other game I play this is an complete non issue.
Try vsync off.
I have a 1070 on a 4770k and achieve up to 120fps.
I do run a high refresh monitor and force vsync via nvcp with gsync.
I think your refresh rate averaged with your over all max fps (which is higher than your refresh) is keeping you limited. Try vsync off to see for sure.
A rig like you have would benefit from at least a 120hz monitor tbh.
I use a 1070 myself. The game is well optimized, but rather GPU bound, not CPU. It runs at about 70-90 frames 1080p maximum settings, and about 55-65 1440p with the same settings. (I V-sync it, because screw tearing and Fast Sync is not supported)
So I’m really curious where are you pulling 120 from. Like, it must be a really extreme highest high case.
Not at all apples to apples since mine is a 1080, but it’s also a laptop, so I’m not sure where that puts me in relation to your 1070, but I’m not having any issues at all. Do you have the latest game ready drivers? I don’t see any reason your system wouldn’t be over 60FPS steady.
I’ve seen this before, the fix was to disable the Windows Gaming bar (accessible by Win + G)… I’d suggest to turn v-sync off aswell. (Also look at the refresh rate in the graphics settings menu, mine was set to 41 fps while i have a 165 Hz monitor)
It should be some software throttling performance or a driver malfunction. Try to clean your windows up, run a reg cleaner and try again. I have a 4790k with a GTX 1070 FE with a 2560 x 1080 monitor and I get about 80 fps with the extreme settings on average. The problem is not from FH4. It’s in your PC.

I have gone through every check I can think of:
CPU AND GPU temps are fine when game is running
Motherboard using the latest driver and updates
GPU using the latest game ready drivers and BIOS update
OS all up to date
performed registry clean
made sure nothing is running in the background (windows gaming bar, shadowplay etc)
switched off V=sync
“Game may not boot with the following virus checkers: Trend Micro Maximum Security, Comodo Antivirus, Sophos, Emsisoft Anti-Malware, Avira”
Turn off your antivirus program maybe?
Little offtopic: A few weeks ago i played State of Decay 2 (also a UWP game) i had 20-30% cpu usage because of my Avast Antivirus, no idea why but i had to turn off my Avast while playing.

What CPU you have, because you only told us your friends CPU?
Your GPU is set to Maximum instead of Adaptive in the NVCP? I mean the Power Setting.
You tried uninstalling and reinstalling the GPU driver with DDU (Display Driver Uninstaller)? Sometimes this really helps a lot, if you do it in Windows Safe Mode.
Your running any overclocking software like MSI Afterburner? This could also cripple your GPU in this game, im using Asus GPU Tweak for my Strix, and it works fine.
And yeah up to 120 FPS is probably in 1080p, up to if he probably looks at the ground or sky or whatever.
I have a 1070 and its rock steady at 60fps (v-sync) running on ultra at 1440p (using a 6 year old i5k and 16Gb ram). Without v-sync I’m up in the 80s and 90’s fps
Have you turned Game DVR off? That has made a huge difference in the past.
Would also check out how reducing MSAA to 2x affects things.
Are you using HDD or SSD?
I’d also look at trying different GPU drivers. I’m not running the recommended ones (a couple of months old) as it works well with them and therefore why change.
Check out what is running in the background such as chrome as they can be a resource hog.
Everything Ultra/Extreme, motion blur turned off (hate the effect) and nVidia Control Panel set to “Performance”
Also, game is installed on a 7200rpm HDD, not an SSD. I also have Adobe Photoshop, MS SQL Manager, Visual Studio, Word, Excel, Outlook, 20+Chrome tabs, Skype, Discord, and lots of other apps running at same time as game.
Looks to me to be a driver issue. I cannot personally recommend DDU, the few times I have tried this software it has done some very strange things to my PC. Instead, I have used (and will continue to use) windows to uninstall existing gfx card followed by driverDriverStore Explorer (https://archive.codeplex.com/?p=driverstoreexplorer) to clear out the old drivers.
Good luck on tracking down your issue… some things worth a try:
Running game from a different HDD.
Running the game after a “clean” boot of Windows.
Try settings as per my screenshot, ensure that Dynamic Optimisation is OFF.
I just bought an old gaming pc with DDR3, i5 4460 and GTX 1050 from a friend. I bought a 1070 to replace the 1050 because of low vram. Yesterday after installing the game on a 7200RPM HDD, it had problems loading up. I tried 2-3 times to restart the game and every time it loaded faster and further. Finally, it got to the main screen and then first thing I ran the benchmark. It got only 30-50 fps while fluctuating heavily in that range.
I couldn’t understand why, so today I opened the main game and it was 100fps without vsync on ultra as it should be.
Then I ran the benchmark and it got constant 60fps with vsync.
So for me, it fixed itself.
I had no problems when the game first came out but now at 1080p on maximum settings (except car geometry which I turn down to ultra) I get stutters with exterior car view and certain areas of the map will only run between 20-30 fps for some reason. I have 16gb of ram, a GeForce 980TI overclocked a bit and an I7 4790 at 3.6ghz. I can get better results turning down the environment detail to Ultra but it looks really bad compared to extreme (basically just has foliage and detail like H3) so that isn’t happening. It’s basically the same issue that H3 had on PC when driving in the city section. It was LONG time before that was fixed.
