Game will not go past splash screen

Hey all, i recently have been trying to play Forza Horizon 4 on my girlfriends laptop MSI GF75 Thin (Nvidia gtx 1660TI, intel i7 10750h, 16GB DDR4 ram) and nothing i have tried has made the game go past the splash screen, it just opens, hangs on the splash screen for ~40 seconds and then closes with no error message or anything in the windows event viewer what could possibly going on?

Solutions i have tried
-Updating windows and graphics drivers
-Disabling ALL startup apps and closing any power management apps (MSI dragon center, RTSS, MSI afterburner, etc.)
-downloading and installing c++ redistributables
-using a separate administrator account to bypass any security restrictions
-reinstalling the game multiple times and resetting it through windows
-using wsreset
-Deactivating windows defender
-resetting time and date settings
-formating through windows while keeping personal files (so not really a hard reset)

Any help at all would be greatly appreciated, ive been at this for 2 full days now with no leads :frowning:

This may not help, but are you logged into the xbox app, the console companion (if you have it installed), and the game bar (windows key + g)? I always check these things before I run Horizon 4 because issues I had at the end of last year seemed to stem from these being contrary.

Have you checked for app updates? Apps like XBOX App, XBOX Console Companion not up to date can cause FH4 not to run, or fail to connect to XBOX Live.
