I’m playing on Steam. I have the Premium Edition with all car packs bought.
My GPU is a Radeon RX550/550 Series and my graphic settings are on low.
I rebooted, reinstalled, set everything to default, created a new account AND save to try to fix this issue.
I played Forza Horizon 5 since the release and I have never come across something like this.
It started almost 2 weeks after the new update. 4 days ago I was just casually playing and it started happening out of nowhere. I was driving around and then decided to upgrade the new BMW M4 and when I bought all the upgrades the game gave me the “File failed to save” error but I still manged to get the upgrades but then when I tried to paint the same car, this error happened again, but this time, I couldn’t save the paint. As stated above, I did everything I could think of to fix this but nothing helped. I even created a new account after the fresh install of the game but I still got the error.
Kinda sad how they don’t even try to help you.
If I was having trouble buying a car pack or car vouchers they would have helped me instantly.

There was another topic for this issue, which was closed.
The issue is still happening (as of june 2025).
To add a bit more context. A temporary workaround is to delete save objects (cars, liveries, tunes, photos,…). This seems to delay the issue until you reach the previous number of objects. I’m saying “seems to” because I think it’s a little inconsistent.
Also another small addition: the change to the car seems to be persisted in the local savefile, as the livery is loaded if you get out of the car and get back in, but it’s not shown in the preview/thumbnail. eg:
I’ve had the same problem for the past two days. I’m playing on Steam, but the problem persists even after checking the file integrity. I can play through the festival playlist without any problems, but it’s annoying that I can’t change the car design.

When I allied the tune to my cars. It always show as "The file failed to save. Please try your save again. (25)

corrupted file, same msg i kept getting, thought it was my xbox starting to die (xbox one x) so went an transfered fh5 over to my ssd free up xbox soace an half way through got an error and had to uninstall the game and reinstall it on my ssd and its been some what good since, i dont get that error (25) msg no more and my tunes are saving again so idk, try it out

From the looks of it this can happen when you reach a certain number of save objects (I suspect they overlooked something in the save mechanics when they increased the car-/ tune-/ livery-limit).
Deleting some objects (tunes, cars, liveries, photos,…) will give you some headroom.
I have been having the same issue on and off for the past 2 years, and I was managing it somewhat by going through my save Liveries and deleting ones not applied to cars/ using the same livery on multiple cars, deleting tunes after I loaded them and only saving my tunes in the “My Tunes” Menu, now after deleting all the liveries that aren’t attached to cars, and trying to find cars with multiple downloaded tunes (Also, side note, its freaking INSANE that Forza doesn’t have an option search for Unused liveries in the My Designs Menu, or search by vehicle for those of us who have over 1000 vehicles (I have 1600 +/-) or adding an option to the car list to see only vehicles with downloaded and saved tunes, or maybe a number in the vehicle thumbnail that shows how many tunes that vehicle has downloaded and saved, would LITERALLY save so much time. Furthermore is this is really an error due to not having enough space, why cant forza just give people the option to save designs and liveries on their local machine’s?
The fact that Forza 6 is coming out in 2 months probably means this will NEVER be fixed and that is absolutely infuriating and as someone who has bought every Forza game, I will NOT be buying 6 if these issues aren’t fixed.
