PC Steam:
This error code pops up when trying to download and save tunes and or liveries mostly but now it also happens when just trying to repaint to a different facory color. The item being downloaded sometimes saves despite the popup and other times the item will not resulting in no changes. Popup happenened when trying to download gifted Caddy ct-5 Blackwing. The car was indeed added to the garage upon further inspection.
This code has started apearing about 7-9 days ago growing in frequency by the day with today being the worst. Hence the report
Ok this error is now game breaking not just annoying or a minor inconvenience.
I can not save my own tunes if I wanted to change classes or to share with the community.
Can not change factory color to a different factory color nor download any community created livery.
Some Festival play list activities are not able to be completed because of not being able to change colors. In the case of upgades the list only sees or counts the error (25) even though you actually did spend credits to meet the requirement and can not repurchase once owned.
This error is on a loop when trying to change anything regarding the personal save. The pop-up says to retry download, you do just that and get the same pop-up rinse and repeat over and over.
I’ve verified files, uninstalled > deleted local app data > reboot. Downloaded / reinstalled the 167GB file completely and still have the same issue.
If you’re just tinkering with the servers please get on with it and some sort of public communication of any server maintenance or improvement ahead of time would have went a long way as I’m trying to stay civil and polite as possible
The hot fix 1.1 for Forza Mortorsports yesterday did not resolve my issue and still persists. After reading up on some posts about Motorsport players issues and the infinite loading screen this is exactly the same thing that’s happening to me here in Horizons. This is definitely server side and with being co-owned / partnered you have cross contaminated titles.

I had this error today but with (24) at the end.
I updated & saved a livery fine, but got the error when I tried to save a photo.

This has been 6+ months and counting without being addressed. I’ve cut my play time down from 50-60hs / wk to just 1-2hs with this being the major cause. Also bought the first 5 car packs with out any hesitation but i refused to buy the last 3 again due to this issue.

yeah same I’ve been dealing with it for about a month now. I uninstalled the game and reinstalled it and that helped for a little bit but now its back as of the day im writing this. I spent an hour making a white carbon Koenigsegg One:1 with blue stripes and accents only to get this pop up and im seriously considering self-harm (im joking btw) but yeah if this doesnt get fixed or worse spreads to more people its going to seriously hurt Forza. tbh I dont know if thats a good or a bad thing considering how money stealing it is and how low quality microsoft has made it. Its devastating to say the least.

Yesterday I started to have the same issue and it’s kinda sad how they don’t even care about it. I have seen A LOT of people having this issue and they just ignore it.

I have encountered this a couple times lately, to the point where I could not save a single tune anymore, not even an unshared one. And I have always been close to the limit of having to many designs/paints, although that limit has their own error message telling the player “too many files”
I don’t know if I solved it or if it was just coincidence, but deleting paint designs, any simple repaint I don’t have a use for, helped. It kinda make sense since there is that limit, I just didn’t think paint and tunes where linked. Maybe I’m wrong, I don’t know, but desperate times call for desperate measures.
It is cumbersome going through all the Designs and finding those, that aren’t being used, but it helped I guess. No more Error 25 for me.
Just delete one design and check if you can save a tune or design afterwards.

i updated everything i could in microsoft and it seems to completely get rid of this stupid error
