File failure code (25) on savings own or downloading community made content, both tunes and livery. Also on custom route or EL blueprints

Gameplay - File failed to save (25)

PC Steam: This error code pops up when trying to download and save tunes and or liveries mostly but now it also happens when just trying to repaint to a different facory color. The item being downloaded sometimes saves despite the popup and other times the item will not resulting in no changes. Popup happenened when trying to download gifted Caddy ct-5 Blackwing.
