This isn’t something that is easy to do, Steam games are a different implementation to MS Store games (desktop app vs UWP), they’re not the same code made available on both stores. When games are available on both, you can get bugs that affect only one of the two versions. They still wouldn’t be able to sell it on Steam after EOL anyway, as the same licensing restrictions that force them to remove it from the MS Store would force them to remove it from Steam.
AoE II DE is also available on both MS Store and Steam, but as far as I’m aware it’s two different pieces of software, so it’s a lot of extra work. There was recently a bug that only affected the Steam version.
The cars have to be licensed as well as the music. The limited duration of the licensing of content is a separate issue to which store the game is sold on, and wouldn’t be resolved by it being sold on a different store.
Duration of car licenses doesn’t seem to be the problem. You can still buy games like NfS Undercover (2008), Test Drive Ferrari (2012) and Xpand Rally (2006) which all have licensed cars and the company behind Xpand Rally is a small game developing company that I believe couldn’t afford to renew their licenses too often. So they seem to have permanent license contracts for their old games.
Also, I don’t know if car manufacturers really care that much about where your game is being sold, as long as it’s not some store with shady business pactises, they should be ok with it. For example, EA now offering NfS Most Wanted on Steam despite it’s being released only for Origin in 2012.
I can’t comment on why it’s different, but I’ve seen something from T10 in the past about what a huge problem car licencing is for them.
As an example regarding licensing - PD said it was very difficult for them to license Spa for GT Sport, and it greatly delayed the track being added to the game. At the same time Spa is in other games, so you might say “Spa is in other games so it can’t be a licensing problem”, but nonetheless, it was explicitly stated by PD that it was a licensing problem.
They mobilized some T10 resources to help on Halo, FH coming after FM they already announced started dev in june 2020 ( why so late is a mystery to me ). I guess we are not any close from having some release plan concerning FH5 …
There are lots of FH3 discs available second hand and whilst new FH3 weekly challenges stopped a long time ago, I know several people who still enjoy playing it even though the experience may not be as complete as it used to be.
I still play FH3 on a regular basis. The game offers some aspects that FH4 seems to have lost - one example, the colors, lighting and reflections at night in FH3 look much better to me than FH4. There is nothing on the FH4 map to compare with Surfer’s Paradise at night. Seeing my car in the glow of an LED billboard, with the reflections of storefront neon, and fireworks in the night sky, just gorgeous. (Sadly, of course, the interior of the car will still be lit up like it is daytime, but with the right camera angle, that can be minimized).
FH3 is my outlet for a vacation from dreary old Britain, especially in Winter. Not my favorite season by any means. On those rare occasions when I do want to play in the snow, I far prefer Blizzard Mountain to FH4 in Winter. Sometimes, I will mix it up, and take my annual “winter vacation” in Southern Europe, or even in dear old Colorado. Anywhere besides Britain.

Right, ultimate is £18 in the UK, but you need to add the expansion pass and 3 x car packs on top of that to get the equivalent of FH4 ultimate, which brings the UK price to £44, more than the current price of FH4 ultimate.
