It is a highly requested item and I do like jumps and off roading.
But I do not want rally tracks because their are so many paved racing tracks that would be more fitting for the cars in this game and tracks take so much developing commitment.
I know I do, especially with the large amount of off-road focused vehicles in the base car list that seem rather out of place on an asphalt track.

I’d rather have more real tracks. I’m willing to sacrifice some accuracy in having them “laser scanned” in order to produce more of them. If they did go for rally I’d rather have point to point actual rally courses over stadium events.

We have some stadium trucks in the list I believe, would be good to have some stadium tracks to go with them. Those were good fun in the 360 Dirt games with the rally cars too.
I’d sure like some offroad tracks! I don’t think point to point rally stages fit the game, but I’d really like to see some RallyCross and Landrush tracks, like on the DiRT series.
If they made a semi serious rally effort, I’d rather it be a good sized expansion, or better yet its own side series.
I’d prefer they not mess with the Motorsport formula. Off-road courses don’t belong any more than the off-road vehicles do. Besides, we need more paved race circuits (road course, street and ovals) and different classes of (asphalt)vehicles in Motorsport as it is, plus, there’s things like drag racing and drifting which would be a better fit within the franchise. I’d rather they start another specialist title if they want to put in any more seriously focused off-road/rally racing than exists in Horizon, including more realistic physics and damage (yeah, try jumping your Lambo 500’ IRL, see where that gets you). I take off road racing very seriously and would be all over that.
You make it sound as if Rallying/offroading isn’t a motorsport. It’s certainly a longer running form of motorsport than drifting at least.

Just remember that any Rally stages would be single player only so they wouldn’t fit the layout of the game terribly well.
I wouldn’t object to tarmac stages but no off-road stages please. I just wouldn’t want FM to get any closer to FH.
Some of the old school rallies such as the Targa Florio with old Ferraris, Alfas and Mercs would be awesome but would really be a stand alone game.
I would enjoy it, they did a fantastic job with the rally expansion of horizon one and they have been dabbling with mud, fjords, snow, and ice and they can lean on playground games to help with the development. I don’t doubt it would make a very enjoyable expansion. But I do doubt that it will get used very much unless the tracks are free. Forza 5 added tracks for free which was great but they haven’t continued that practice.
I’d rather see more real-world road circuits, aye. I wouldn’t be adverse to dirt tracks, rallycross etc - and I’d still rather have dirt tracks than fantasy city gimmick tracks - but it isn’t a big deal to me.
I never really touched Rallycross in Dirt Rally and I doubt I’ll use it much in Project Cars 2 or future Forza titles either.

Short answer, yes. It would be welcomed and like others have said with the stupid amount of rally cars and off-road vehicles included it would make sense to have tracks or stages for them to run on. Now an expansion with maybe 5 rallycross tracks from around the world would be nice. Then forza 8 they could build upon that with a few fictional off-road courses.
It appears Pcars and TheCrew are having multiple disciplines. I would want this but only if they got with codemaster to develop the physics.

My initial reaction is heck yes. After the momentary excitement wears down it’s a firm no.
What I wanted out of Forza is for T10 to have created a clear distinction between Motorsport and Horizon. FM7 was the perfect opportunity to have done this but sadly it seems the line between the two games is more blurred than ever. There are plenty of cars that are in Horizon that have no business being there just as there are plenty of cars in Motorsport that have no business being in a track only game. I’m not talking about everyday, normal user cars but things like the Nomad, Bentayga and other plethora of SUV/Off-Road vehicles. Just as race cars occupied space that could have been used for normal street cars in Horizon(how they didn’t feature a 3rd Gen Monaro in an Australian themed expansion still baffles me), these cars are taking up garage space in what is severely lacking in the race car department. Adding Rally would only dilute the game further.
