did you download the controller app from the windows store? It works fine on my PC. I don’t use usb however, I bought the wireless dongle
I connect my Elite controller wired through USB and have no problems. Have you tried unplugging it and then plugging it in once you’re in game to see if the game picks it up?

Do you have XBOX ONE ??? You can try it on Xbox and see if its controller problem or just go and replace it if it still has warranty. I have one and it works great on PC no problems.
The original Elite controller does not have Bluetooth. I think only the gears of war elite (not sure) and the ones that come with the xbox one s have bluetooth. There is a Microsoft wireless dongle, it is not Bluetooth. The older Xbox one has no bluetooth at all. I assume you tried a different USB port
