So, I’m a VIP member in Forza 2 Horizon and own the car Pass, so why does Xbox show a charge for my car packs? Also, is the Storm Island not part of the car pack either?

You’re missing the point. The Top Gear Car Pack is delivered to Car Pass holders via the February title update. As a Car Pass member, you don’t have any reason trying to download the February car pack from the marketplace.
it is a car pass , not a season pass , it is only for car packs, and it does include the top gear pack
just like in the first Forza Horizon the rally pack was an extra charge for VIP and Car Pass holders
if you’ve installed the latest update the cars should already be in the autoshow and should be free when you go to get them. you don’t go into the carpacks section, that’s only for those that havent bought them yet
The Top Gear Car Pack is a DLC and IS included in the Car Pass.
What is not included in the car pass is the VIP and Storm Island. To avoid getting charged for a DLC when you have the Season Pass you should always attempt to go through the in-game marketplace. I have noticed that on the Xbox One console, the system is better at recognizing you’ve downloaded a Season Pass and showing an [INSTALL] icon as opposed to a [BUY $$.$$] icon but this is not always perfect.
The safest, and only guaranteed, fool-proof method to ensure you do not get charged for DLC you already own with a Season Pass is to get it through that game’s in-game marketplace or download section. All games have them now.
As for your transactions OP - you did not show any transaction that appears for the Top Gear DLC. I would also go through and remove your credit card digits from the post.
If you already have the Car Pass, you DO NOT need to go download anything. Car Pass owners receive whatever the monthly pack is automatically when the update is initiated as we launch the Forza Horizon 2 Xbox One version, once the pack is released.
No need to go into the Marketplace, no need to go searching for it. You own the rights to whatever is released that month, and is comes downstream to us automatically. If you are to attempt to force a download, that is fine if you do NOT own the Car Pass, otherwise it may be fouling up the “free” mechanism. Non-Car Pass people must initiate DLC purchases. Car Pack owners do NOT need to do so.
So it appears that once you own the car pass all DLC car packs are automatically downloaded to the account. There is no need to download anything from the XB store. Good to know. Thanks folks, especially Snowowl.
