Alas no. the only thing you can do is the gearing by seeing what speed each one of their gears top out at.

The tuners I have used on occasions have all been named: nalak / bard etc… also it maybe worth noting the others tunes maybe tuned for manual / manual + clutch or for auto, and if you are trying to shave off tenths, that coulds make a difference.

Who the good tuners are is entirely subjective, primarily based off what the user is trying to accomplish with said tunes. There are tuners who make tunes for the sole purpose of crushing times in Rivals, and although they will be the fastest, (looking at you powerbuilds), the majority of users probably wouldn’t appreciate them. Others tuners try to create builds that most people can drive easily and enjoyably, yet they’re not competitive if you’re chasing the top 100 or even top 1,000.
To the OP, if you’re looking for faster times, be prepared to adjust your driving style, since you’ll likely find the fastest tunes unmanageable, at least in the beginning. Spend some time over at Forza Open Tunes on Reddit. You’ll be able to see all of the pieces which make up the builds as well as the actual tune settings.
All of this is secondary to first choosing a car that’s capable of being competitive, since not even the best tune will turn a slug into a rocket. If you’re looking for suggestions as far as which cars are more OP than others, just look at the current top times in Rivals, (after you scroll through the endless cheats). You can also browse through Kudos Prime, where they’ve done a nice job of breaking down the most PI efficient cars for various tasks such as acceleration, handling, speed, etc.
Lots of opinions as to who are the best, but I think our forum’s @BedlamBorealis is capable of producing tunes as good or better than anyone’s. The only tuner not mentioned so far, (at least I don’t think), is ISuckAtDriving, who is another creator of very competitive, (and often more balanced), tunes than some others mentioned.

Cheat software. What really sucks is the fact that these bans are temporary. If you get caught, you simply get a timeout for a month.

he mostly tune for jymkhana, but he does do lots and lots.
vnx letz is an underrated road tuner. Some of his stuff from FH4 was quit epic as well. FH5 saw a great deal of the top tuners drop off after a year of playing though. Their are a lot of newer tuners that provide non meta tunes that will get you where you need to be like shadowbane. I keep promoting his tunes because some tuners may be world record setting, but you can’t drive them unless you use manual/manual w clutch and are used to power builds.
