I would like to have a mode for testing my tunes.
For example, in the Goliath race, we have 3 options solo, co-op & pvp.
Add another option “Tune Testing”, this mode will be similar to solo but will have in-race tuning turned on, this way we can fine-tune our cars in race without having to restart again and again.
Completing Tune-Testing race will not mark the race as a completed event.

Have you tried going to the test track? I believe you’re free to upgrade and tune the car whilst driving it.
As @PizzaEnjoyer685 said, you could try the “Test Track”. It allows you to test upgrades and tuning setups, without having to pay for the upgrades first. You only pay once you are happy and quit out of the mode, paying only for what it equipped.
The entire base map (not DLC ones) is available to free roam around in too.
I have not tried that, will try it next time.
