What do you guys think? I would say C but now I am not so sure anymore.
I think that C class has a lot of potential to be ultra competitive as the game wears on. If we could clear the wrecking, it could become the most entertaining at the very least!
Try the Forza GT series. They are a lot faster than the C class cars, but that hopper seems to have less crashers and more people who are fast. I run the R class lobbies though because I love using the regular cars too (08 viper, 2-11, agera, etc).
Definitely try the GT lobby. You do get a few idiots but the majority of people are clean and fast. I’ve had some of my best races in any Forza game in this lobby.
I would say none.
In every lobby I’ve played in there is such a large gap between the best player in the lobby and the worst player that I wouldn’t consider any public lobby “competitive”. You might get up against 1 or 2 other racers that are similar in skill level - but I’ve never been in a lobby where all the players seemed to be equally matched.

Unfortunately every lobby I have tried has been a perfect 50 50 split of good, clean racers, and obnoxious idiots causing wrecks. The last GT series I did, I was first on the grid and ending up doing 12 barrel rolls on the first corner of Spa. I’ve thrown the towel in for public lobbies.
