intel core i5 6gb ram and at 2ghz at least to run it on bare minimum graphics and under 1k dynamic video memory, not everyone has high end pc’s
Well if you want Forza you’ll have to upgrade. They are very rigid on their visual quality of the game, so there’s no way they’ll support older systems. You’d be running it at 640x480 and it would look terrible. They won’t do that to their flagship title.
Upgrade or get and Xbox One is you’re only choice really.
Most people that have laptops don’t hard-core game. They game in their spare time and don’t have the 2K to drop on a high-end PC. I don’t think having a 480p/30fps mode is unreasonable.
Sorry but you are currently advocating Nintendo Gamecube resolutions in 2016? 480p is even lower than the original DVD-implementation of which the first released title is 20 years ago.
Yes, I understand not everybody got free money to buy a $750 (or more) game-PC but it’s a whole different ballgame asking for “support” for resolutions that are just ridiculous even by todays standards.
You can put together a PC that can play this title for under $500 if you don’t want the best quality graphics and it’ll be a lot better then 480p/30fps, there’s no reason you have to drop $2000 on one.
Not sure if this helps but you can play the game in windowed mode at low resolution.
The lowest possible res. is here:

We need the dev’s to move forwards not backwards. PC games have always had minimum requirements, to enable the best games to be made there needs to be a cut off point where they say “No, this is the minimum required to enable us to bring you the best product we can”.
