I might be wrong here, but if I remember right, previously in Forza titles during freeplay the AI cars would get their PI upgraded to be up to the level of your selected vehicle.
Currently running freeplay races and if I leave Car Division on “Any” it tends to pick cars that are very close to my PI, sometimes even a little over (and they are completely stock - no upgrades). If I select a Car Division like "Modern Sports GT and I upgrade my Dodge Viper GTS to S800 all of the other cars that the game picks are still default stock vehicles. Which basically means they can’t keep up with me at all and even on the highest difficulty it’s completely a joke and they disappear by the end of the first lap.
I have all the settings default for “Performance Index”, etc. I’m not restricting them in any way except picking the specific car division so I have similar types of cars to race. There’s no way to boost their performance in the settings, only reduce it by handicapping them. It would be nice if they could “fix” it where the cars auto upgrade to your level as previous Forza games and how the Horizon series has done for many iterations.

Well I did figure out a sort of workaround, but it would be better if we just had the old system.
In the event setup, if you select “performance index minimum” you can set a number there that you want so that it will pick cars within your division that are closer to yours. As an example: I have my Dodge Viper at S800 and I set the performance index minimum to 800 and the maximum to 850, it said there were five “eligible rental cars”, which means that’s the pool it has to pick from. So at least I can force it to put cars close to my performance index this way.
It would be great if I could leave it open and just let it auto upgrade any and all cars from this division, but for some reason they’ve removed this feature.

I wouldn’t mind a toggle because sometimes the auto-upgrade would be useful, but at other times I would prefer it pick unmodified cars of nearby PI. It would also be nice to be able to pick a target for setting up multi-class races so it could auto-upgrade the cars in a separate class to a different target value.
Great ideas! Freeplay is the endgame for those of us that dont enjoy online multiplayer. At least until they add track day meetup back in (crosses fingers). Hopefully they will continue to evolve this and add features.

I’m guessing the AI didn’t play the game enough to unlock the car levels needed to match your PI.

I really hope they flesh out the free play feature. I’m extremely competitive in multiplayer, but online racing makes me so anxious that I can barely enjoy it. I much prefer free play/career.
But we need the ability to create a custom series in free play. Also, the ability to race against upgraded AI cars is an absolute must. I want to be able to race my upgraded 2023 Nissan Fairlady Z (A700) against other upgraded modern Japanese sports cars. Just like we do in the career series.
Didn’t previous Forza games have the ability to enable “upgraded AI cars” in free play? I’m not imaging that am I?
Wait…we are able to set AI car level in free play. I haven’t it tried it yet but if we set the minimum car level to say 20, would that make the AI cars upgraded? I have to try this when I get home. It makes sense…
There is actually a setting to put a min and max car level when you set up an event. I don’t know whether that affects the AI. And I’m not sure why anybody would even use that when it’s essentially a kilometrage requirement. You can have car levels and set your car to stock. You can have no levels and still install a couple of parts. It truly is a meaningless restriction, and a stupendously idiotic one if you ask me.
Meanwhile, can’t set up a min or max power-to-mass ratio.
