I have FH5 Premium version. The Welcome pack, Car pass and VIP membership cannot be used. The xbox app says “failed to load content” error. Only the two DLCs work in the game. I reinstalled the game. I logged out/logged out of the xbox app. I fixed and deleted the game service.
Did you see any DLC installations pop up?
They were installed but when I played yesterday it wouldn’t let me use the cars.
Have a look on the store page for the DLCs you have an issue with.
There is already an error code: E0-0
