how are there a few people in tag lobbies having those super bright neon fluorescent cars the are brighter then the sun please help would like to get my hands on this paint job/ vinyl

How can I report these hackers. It is very annoying racing with these clowns.
Cheater and glitchers, just like crashers, should be reported to Xbox LIVE: http://www.xbox.com/en-US/live/abuse/
They are disrupting regular gameplay by their actions, and the Policy Enforcement Team (PET) for Xbox takes a very dim view of their antics.
