This seems to be an issue that is the same problem as FM7, FH4 and FH5 with the way this game handles clutch and H pattern. Here is a report from FH5 by another user with the exact same issue.
I am just going to mostly just copy their report here since it is the exact same problem in Motorsport.

When does it happen: Race start.
What’s the possible cause: Bad clutch override at the start of the race. Override it properly and the problem is solved.
Issue description (brief): When starting a race, when shifting is set to Manual with Clutch, having my H-shifter in 1st gear is enough for the car to bog on launch in the race. Using Manual (without clutch) setting and putting the H-shifter device in neutral (=> no shifter input to the game) makes the car launch properly.
So Manual with Clutch => doesn’t launch properly.
Manual (or auto?) with H-Shifter device in gear => doesn’t launch properly.
Manual (or auto?) with no H-Shifter or it in neutral sending no input => launches properly.
Possible solution: Right now, the game ignores clutch input for the first couple of seconds in a race, which is understandable with LC. You can make the clutch override act like auto clutch control so that the car doesn’t stall on launch and that would pretty much fix the issue.
How to reproduce and test: Use a wheel with an H pattern shifter. Load any race, not all cars are affected as much, seems ones with big turbos suffer the worst. Try the Ford #2 Capri. In settings make sure its set to Manual with Clutch difficulty. Start the race and launch as you would a real manual car, hold clutch in, engage 1st gear on H pattern, apply lots of throttle and dump the clutch. The car will just bog. Holding clutch does nothing at the race start (probably because of LC implementation) but the game doesn’t manage the clutch properly so the car launches really slowly without revving at the start / launches at idle. Also try with Manual/Auto shifting with your H-shifter device in neutral, it’ll be a normal good launch this time, as expected.
Unbind neutral gear (if u have it), put your car in neutral on start, don’t use clutch at all and let game do start for u, shift to 2nd like u would shift normally. (In race transmission cars like #2 Ford Capri u don’t need to use clutch at all when shifting unless u want to use reverse gear.
I second this, the bog on take off certain race cars. Have really low gears and final drive should burn tires all day. Often getting rear ended on take off race start. Have to slip the clutch or keep dumping the clutch as it acts like it has air plane gears (300+mph gear ratio) in the rear end, when I have gears set for 1/4 mile drags(150mph).
I’ve experienced this mainly on forza gt turbo race cars( 800pi 2019 ferrari#62, 2020 lexus#14 and ta style cars like the Cadillac 2018 #57 ta CT’s-v for example. I’m sure there’s more as I haven’t drove everything.

Simple question, did u try lunching your car at race start with full throttle, no clutch input and with 1st gear engaged? (It’s best to unbind neutral gear in this game)
I know it’s not realistic, but it’s Forza.
Whole starting sequence ignores most of inputs other than throttle.
I take off the same way I do in every car. For those few they fall on its face on take off. They once I bump the clutch or something the just keep burning tires.
I have a few problems with “rolling starts” or when you are given control after a launch lap.
First, when player gains control of the “launched” car the clutch is still engaged, causing over revving and 1% transmission damage (when playing SP with mechanical damage on).
Secondly, using a H shifter cause the launched car to engage whatever gear is currently set on the shifter even when playing manual only. Simply put: if I’m in the race menu and put my shifter to N and start practice, my car registers the shifter in the N position, cars over-revvs and I spin. This happens even with transmission set to Manual.
H-shifter and manual with clutch need some adjustments.
My league have suffered this issue on many occasions now, is happening almost every race now.
To describe the issue would be that either
1 there is lag which happens almost every week
2 there is issue with the engagement of the clutch despite not using manual with clutch settings
3 there is issue with roll off delay at which we set at 0.4 per car.
Some cars take off fine, and some fall on there face and you most likely get rear ended at race start. Don’t matter if your in gear at race start or not, using the manual clutch or just manual. Gear ratio doesn’t affect how it launches. Holding rpm at a certain point or full throttle bouncing the tachometer there’s no change in certain cars. Seems to affect turbo cars a lot on launch but also some cars wo turbos.
Once you blip the clutch button then your frying tires. You can’t find a happy medium for a good launch.
We’re talking about a different issue on this thread. This here is a sound /shifting glitch when taking off and smoking the tires, shift to second gear and there’s a delay in sound and shifting, and now it’s progressing into 2nd to 3rd gear, shifts on some cars. Hope they fix both issues.
Your topic seems like it says, a network and loading issue. I agree it’s still an issue. Cars dropping into the field/grid from the sky and on other cars roofs, delayed starts, grid alignment is off, delayed starts.
For us to further investigate this issue we need more information,
What wheel/hardware are you using wheel/pedals/shifter/gearbox, model #?
Standard Xbox controller, bought two brand new ones still same issue.

What driver version are you currently using? Have you recently downloaded the latest drivers for your wheel?
For series x there is none. Plug in and go.
Controllers always updated and check for recent updates.
Game Version-1.736.7361.0 current and since game launch it’s had this issue.
It’s race start and go and your bouncing the tachometer the car should peel out and go. But some cars it just falls on its face and you end up getting rear ended. You hit the clutch button and then it’s frying tires. There’s no happy medium for a good launch. I’ve noticed it happens with turbo cars more often. Some naturally aspirated cars to.
No matter what gear ratio I’m using it still bogs in take off. I’ll produce a video or two for you shortly.
Using no driving assistance now. When game launched I was using traction and abs. Now I don’t need it with my wheel and how good it works.
I’m sure there’s more cars than this. So far this is what I can remember off hand. Hopefully others will chime in and share there experience. No assist, no wheel programmed launch control. Right out of the gate, just won’t take off. Bump the clutch button then it’s frying tires for 300-500ft.
