This is why opinion is opinion. I’d put those two behind pretty much every other racing game out during the fall including FM7, PC2, GTS, and F1 2017. Dirt 4 had user tracks in a way but is a step back in some aspects from Dirt Rally.

Payback is far from Racing Game of the Year. Lootboxes, and a ridiculous upgrade system make it rather disappointing.
My vote would be either Dirt 4, or GT Sport. Possibly even Project Cars 2.
I don’t know if anyone else has put it out there yet but Forza 6 January car pack came out the last week in the month, if im remembering correctly.
It came out on January 5th.
The good news is by the time everyone is done arguing about when the DLC should be released it will be out.

Okay, so, to all the people complaining that the car pack won’t be released this Tuesday, the people at turn 10 are human. They also have the right to enjoy vacations and free times, just like you. Please stop acting so entitled unless you want Turn10 to change into a crunching factory chewing up its own employees like many, many game developers.

This has gone off-topic… The only two reasons why the car pack will be released January 16th is because either they could not finish it due to holidays (which I highly doubt) or because they are releasing an expansion either today or next week. Was the same with Hot Wheels in FH3, remember?
Forza were incredibly lucky this year as PC2 and GTS both had rocky launches as well. Regardless, think of it this way. Yes it sucks we have to wait until the 16th but if Turn 10 do keep the trend of a car pack on the first tuesday, then Jan’s and Feb’s car packs are gonna be pretty close together.
Horizon 3 gets it’s 4k update on the 15th maybe this month’s DLC will be tied in with that? It would be brilliant if the car packs for FM7 could also be used in Horizon 3! It’s just an idea but how cool would that be?
Yes they where no guarantee but if Microsoft say to turn 10 you get your money now 2 weeks later there where all crying 
There is nothing wrong with it but the arrogance to say that in a stream where only looking 100 people is typical for Microsoft and turn 10.
But maybe it’s better because whe will get again garbage cars or cars they are nearly identical like the Cherokee.
It’s a good start to sell less Xbox one X because the faith in MS hiding. It’s maybe a little thing but again when been not informed oh sorry the stream where millions are looking😀
Someone show me where it is advertised car packs are always on the first Tues of the month. Good luck finding that lol. Fact is that it is not always the case and many times it has been later.

So just to play devils advocate…I don’t remember any that have been later before FM7 showed up. Additionally, it does not say specifically the first Tuesday of each month, but it does say “Monthly”. Since it will have been over a month since the previous release, it’s not really “monthly” is it?
Mind you, monthly and every month mean different things…technically…

You dont have to go too far back
Just check the release dates of the packs in FH3
Some were the 2nd or 3rd week
And monthly doesn’t mean every 30 days does it
Anytime within that whole month is considered monthly

For all those mentioning expansions, I would be gobsmacked if there was any kind of expansion pack for FM7 this month - Just seems way too soon to me. I would also expect some kind of publicity about it before it drops.
