No. you cannot give cars or credits to a specific player. This was done to prevent any kind of payment transactions for “gifts” with real money.

And the Christmas gift giving doesn’t always work. About 1 in 4 times when I tried it through the two festivities. And not a word from help or return of funds/cars. Merry Humbug.

Your friend could get a 2008 BMW M3 from the auto show and put it in the auction house with 12M buyout (ish, something like that). You could buy it out for this. Sure You loose around 15% for the auction house fee (if I’m not mistaken) and the cost of the car. But that way you can get credits to him.
P.S. search for his gamertag with the advanced search to find his listing in the auction house.
