I had this issue pop up today when I updated to windows 1903 build. I noticed my nvidia drivers were up to date which was odd because I rolled them back, so I did a fresh install of 419.67. Then I went in and disabled nvidia overlay and viola fixed. Also if you use gsync try disabling that as well if turning off the overlay doesn’t work.
New Nvidia HotFix 430.53 and New 430.86 I have update today 6/3/19 isn’t resolve the problem. I also have 1903 build of Windows 10.

For users with the latest Windows 10 version 1903 and NVIDIA hardware, the May 2019 Windows update has been identified as the root cause of this issue for you. We are actively investigating a solution and will provide an update when we have more information. For now, a number of players have reported the following steps may fix this issue:
- Disable the NVIDIA GeForce Overlay and test for improvement. - If flickering still occurs, completely uninstall NVIDIA GeForce Experience and ALL NVIDIA drivers, then restart. - After restarting, only directly reinstall the latest applicable driver for your graphics card. Test for improvement. You can search for official NVIDIA drivers here.
If you’re still running Windows 10 version 1809 or 1803, we’ve identified a fix for this issue. Please install NVIDIA hotfix 431.18 and restart Windows. Ensure NVIDIA GeForce Overlay is disabled.

Probably the users reporting success aren’t enabling Share overlay in GeForce Experience (one of the things that triggers the problem).
Or they are driving at night time.

i fixed my issue with:
disabling shadow play on nvidia gfexperience (uncheck)
updating to lastest drivers (youngblood one)
updating windows to all update
rebooting
set all presets to ULTRA
and worked
Just updated to Windows 10 1903 and started having the same problem.

After updating to Win 10 1903 I got the same problem.
Tried disabling all overlays (Nvidia, Rivatuner, Discord), reinstalled my graphics driver with DDU and closed all programs running in the background.
Unfortunately I still get the flickering sun and driving line.
The same symptoms have occurred since updating win10 1903. Graphics driver re-introduction, latest introduction (430.97) does not improve, G-SYNC does not improve even when OFF, graphic board is GeForce 1070, graphic blinks, my eyes get very tired, improve quickly please.

Have the same with Radeon graphics card …
The problem was awful with R9 270x chipset.
Now updated with VEGA56 and it’s just occuring sometimes.
